What is Secure Local Jobs?
Secure Local Jobs is a program by the ACT Government designed to ensure that the money spent on goods and services circulates back into the local economy. When the ACT Government procures goods and services, it considers local businesses, giving them a fair chance to compete for contracts.
Covering a Range of Services
The Secure Local Jobs code applies to businesses undertaking works of any value for construction, cleaning, security, and traffic management services. Whether you’re a sole trader, a partnership, a trust, or a company operating under an ABN, the Certificate is essential for your business to be eligible to quote and participate in ACT Government tenders.
Steps to Obtain a Code Certificate
- Familiarise Yourself with the Secure Local Jobs Code: Before anything else, it’s crucial to understand the obligations and standards outlined in the Secure Local Jobs Code. This will give you a clear picture of what is expected of your business.
- Update Your Workplace Systems and Policies: Ensure that your workplace systems and policies align with the requirements set out in Part 2 and 3 of the Code. This step guarantees that your business is compliant and ready for the assessment process.
- Engage an Approved Auditor: To apply for or renew a Secure Local Jobs Certificate, you must work with an approved auditor who operates independently from the ACT Government. This auditor will guide you through the assessment process and help you gather the necessary documentation.
- Gather Necessary Documentation: The auditor will require specific documentation, including the Secure Local Jobs Code Certificate Application, business activity statements, evidence of superannuation scheme payments, and other relevant information.
- Request Exemption for Compliance with Commonwealth Law: If your business is tendering or performing work that requires compliance with Commonwealth law, request an exemption as needed.
The Assessment Process
Once your application is complete, your approved auditor will review it and submit an audit report to the Registrar. The Registrar will then assess your business’s compliance with the Code and issue a Secure Local Jobs Certificate on behalf of the ACT Government, if appropriate. This certificate may contain conditions or exemptions and can be valid for up to 30 months based on your business’s compliance history.
